POWERBALLS: Connecticut's lottery commission is under fire for an advertisement run to promote its "Powerball" lotto game when the jackpot hit $87 million. "You could get even luckier than you did on prom night," the ad claimed. State lottery chief Otho Brown said he didn't notice the line when he approved the ad. "I would not have let it go through had I read further," he said.
He wouldn't have had to read far: the ad was only four lines long. (AP)

19 to 25. Take the lump sum. There's little doubt that you'll be able to invest it at a rate that will give you far more wealth over a period of time than if you took the annuity.
12 to 18. Analyse your feelings. Do you want to play it safe? If so, take the annuity. If not, take the lump sum, but shop around for a really good investment advisor - someone who's already wealthy from taking his or her own advice and who's already made others wealthy too. Work out a plan and stick to it.
6 to 11. Take the annuity. There's nothing wrong with a substantial, steady income for the next 25 years or so. And if you do make some bad decisions, well it's only one year's income. Just one thing - never, ever borrow against future income and you'll be fine.

A BIT OF HISTORY: In the United States, lotteries were most active during the period following the adoption of the Constitution and before the establishment of an effective means of local taxation. Prior to 1790, America had only three incorporated banks; thus, lotteries served as established sources of public and private financing.
From 1790 until the lottery prohibition movement succeeded, Lotteries established and funded numerous civic improvements and educational institutions. Fifty colleges, 300 schools and 200 churches were erected with Lottery proceeds. These include some of our most prestigious educational institutions, such as Harvard, Yale, Princeton and Columbia. Between 1790 and 1860, 24 of the 33 states financed hospitals, orphanages, libraries, courthouses, and jails through lotteries.
Between 1820 and 1878, corruption in privately operated lotteries became rampant. Governments found themselves unable to regulate these lotteries and began lottery prohibition. By 1878, all states except Louisiana prohibited lotteries, either by statute or constitutional provision. In 1905, the United States Supreme Court reaffirmed the states' authority to control gambling. For the next 60 years, no state was directly involved in the operation of a gaming enterprise, and lotteries were prohibited.
In 1930, the Irish Sweepstakes was launched with great success in America because of the abolition of lotteries. In 1964, New Hampshire created a state lottery, the first legal American lottery in this century. Within several years, New Hampshire was followed by New York and New Jersey. In 1971, nationwide lottery sales surpassed $100 million for the first time.
SCAMS: I've had a few customers forward emails to me that have informed them that they've won a prize in some foreign lottery that they've never entered. There's a lot of these around and they are all scams. Typically the amount "won" is large but not ridiculous and sort of convincing. For example, $28,500 rather than $12,000,000, although I did see an "Irish Sweepstakes" one for one million pounds! The emails are typically full of convincing dates, ticket numbers and other "facts." I repeat, they are all SCAMS. Either they are seeking identity information which they will then use illegally, or somewhere in the claim process, you will be asked to fork out 30 or 40 or 50 dollars or pounds as a transfer fee or to cover admin expenses or some such. You will continually be asked for more money until you wise up.
When you see one of these emails, right click on it then select Delete.
GUEST ARTICLE: You have heard it time and again. Lottery Winners lose it all and trust fund babies waste their parent's hard earned cash. All wealth begins with it and all wealth is maintained by cultivating this feeling of prosperity.Their beliefs are: 1) I am wealthy. 2) If I lost it all tommorow, I could make it back easily. 3) I deserve to be wealthy
I would bet that most of us could compile a list of hundreds of things that we "want." That sense of wanting means that we feel that we do not have these things. When we replace this wanting feeling with the sense of already having wealth, amazing things start to occur within our brains. We begin to come up with ways of having wealth instead of merely wishing and wanting it.
How do we create this million dollar mindset?
1) Think about being wealthy and write down any thoughts that come up. Write
down the objections that already play in your mind. Write down the excuses like"
It takes money to make money." And write down all the things that you wish
you could have if only...
2) Release on those thoughts. Let them go and keep letting them go until the
negative emotions go away with them.
3) Replace negative thoughts with positive ones.
4) Fill your mind with the images of what you want and picture yourself already
having them.
5) See yourself as you will be. Feel what you will feel. Add audio and even
the things that you will smell when you reach that state. ex. the type of perfume
you might wear, the sound of bankers begging to give you loans, the feel of
silk upon your skin, etc...
6) Keep releasing your negative emotions and thoughts until you have what you
have been wanting all these years.
7) Act upon the incredible ideas that your subconscious shares with you fearlessly.

THIS WEEK'S TIP: Once you've generated a number net with NetLotto, stick with it each week unless you get a run of outs, that is, three weeks in a row without a prize. If this happens, regard those numbers as "stale" and generate a new set. There's no mathematical justification for this, but it seems to work in practice.
