EUROMILLIONS JACKPOTS TO €62 Million Euro (around £43,000,000 or US$80,000,000): The estimated jackpot for next Friday's Euromillions draw is over €62 Million Euro. EuroMillions is a joint venture between the U.K., France, Spain, Austria, Belgium, Ireland, Luxembourg, Portugal & Switzerland. The first draw took place on February 13, 2004 in Paris. The game style is like Powerball, but with two Power Balls, called Lucky Stars. Five main numbers are drawn, from a pool of 50, then the two lucky stars, from a pool of 9. AVOID BAD LUCK - DON'T TELL ANYONE YOU'VE WON: During the Christmas 2002 holiday, Andrew "Jack" Whittaker won the $314.9 million Powerball jackpot, the largest lottery jackpot in U.S. history. Whittaker chose to take the cash option of $170 million before taxes. Since he won the lottery, Whittaker’s home, business and vehicle have been burglarized repeatedly. In 2003, a manager of a strip club and his girlfriend were charged with drugging Whittaker and taking a briefcase filled with $500,000 in cash and cashier’s checks. The money was later recovered. In addition, Whittaker has been sued by an employee of the Tri-State Racetrack & Gaming Center for allegedly assaulting her in March 2003, reports CBSNews.com. Also last year, Whittaker faced charges of threatening to kill a bar manager and driving while drunk.

THE DIFFERENCE BETWEEN U.S. AND AUSTRALIAN GAMES: Like America, Australia is a federation of states, and so has both National and State based lotteries. Although Australia is approximately the same size as the mainland United States, its population is much smaller (around 20 million) and so prizes are generally lower, although jackpots of $30 million and more are not unknown. However, an important difference is that $30 million means exactly that - $30 million paid now, in one lump sum - and tax-free! In the U.S., it means $30 million paid over some period of time, such as 20 or 26 years. Or, you can (sometimes) take a lump sum payment of about half of the advertised prize. In some states, depending on the ticket wording, you can be taxed on the lump sum even if you elect to take the annual income! Boy, that Uncle Sam is one tough dude! And another difference is that Australian lotteries typically return 60% of ticket sales in prize money, compared to around 50% for most U.S. lotteries. The first lottery world-wide to start operations in the 20th century was in 1917 in the state of Queensland, Australia.

 

... No wonder they call Australia the lucky country.

 

A BIT OF HISTORY: Despite having been used by the first President, George Washington, lotteries were banned in America from the late 1800s until 1964, when a modern lottery was instituted in New Hampshire. It was called a "sweepstakes" and affiliated with horse racing to avoid the federal anti-lottery laws. New York followed in 1967.

LOTTERY PROCEEDS HELP OUTSTANDING STUDENTS: Georgia's HOPE Scholarship Program Is one of the most successful education initiatives in Georgia history. the HOPE (Helping Outstanding Pupils Educationally) Scholarship Program provides Georgia students with tuition, mandatory fees, and a book allowance for attendance at any of Georgia's public colleges, universities or technical colleges. Georgia high school graduates with a "B" average in core-curriculum classes are eligible to receive a HOPE grant. A $3,000 scholarship is awarded to eligible students attending Georgia private colleges/universities. The HOPE PROMISE Teacher Scholarship Program provides tuition assistance to undergraduate students who aspire to be teachers in Georgia's public schools. The HOPE Teacher Scholarship Program offers tuition assistance to teachers who seek graduate degrees in critical areas of need. Since inception, more than $3 billion has been appropriated and distributed to more than 850,000 HOPE Scholarship recipients.

THIS WEEK'S TIP: As with any form of investment, you should have a clear investment strategy for playing the lottery. Here's an example from Louise Hocking's book Winning Lotto:

 

Firstly, you must set yourself an annual budget. In the following example, we’ll assume you’ve decided on an average investment of $30 a week, so your annual budget is $30 x 52 = $1,560. Yes, it does seem like a lot of money, but it’s better to get your head round it now, rather than just spend it every week without realizing what you’re doing.

 

If you want to spend less or more, just scale the calculations up or down.

 

Let’s assume your lottery has 10 minor jackpots a year and 4 major jackpots a year. Our strategy is going to be to invest smaller amounts on the “normal” weekly entries so that we can put larger amounts when there’s a jackpot. Larger amounts mean more entries, which increase dramatically our chances of winning not only the jackpot but also one or more of the minor prizes that also typically increase when there’s a jackpot.

 

We want to do twice the normal number of entries when there’s a minor jackpot and five times the normal number of entries when there’s a major jackpot. To work this out, we use a little bit of algebra.

 

Suppose our normal investment is x dollars. We will invest five times this amount on the 4 major jackpots, twice this amount on the 10 minor jackpots and exactly this amount on the 38 remaining “normal” weeks (52 weeks in the year less the 14 “jackpot” weeks.) As our total expenditure for the year is $1,560, this gives us:

            38x + 10(2x) + 4(5x)   =          $1,560

            38x + 20x + 20x          =          $1,560

            78x                  =          $1,560

            x                      =          $20

            2x                    =          $40

            5x                    =          $100

 

So our average expenditure of $30 per week is made up of $20 for each of the normal 38 games, $40 for each of the 10 minor jackpot games and $100 for each of the 5 major jackpot games.
